Ask the Chinese how facial recognition is going. Just because you can point to one instance of a different method being used doesn't mean it's not effective. That's like saying guns are ineffective because one guy used a knife to stab someone to death once.
Chinese security theater is mostly theatrics, some security. It projects accuracy and effectiveness so the people believe there's always someone watching so they don't break the law. Little to no "social crimes" like littering, jaywalking, and other things are caught by it, which it is mostly marketed for. Like America, almost all the real crimes are caught by human error and your own personal electronic devices tracking you. You need a smartphone and apps to access just about anything in a Chinese city.
That's not even my main point, but it's good enough where they think they need it to be. Facial recognition is a tool that can increase the odds of finding suspects when applied properly. I obviously don't mean all of China is like 1984. But their government has unrestricted access to all camera footage to check for additional crimes to charge people with besides the ones they often make up. And they are not the only ones who use it. There are countless ways to slip up, no one is perfect, and just one mistake nowadays can get you caught by Bigfoot chasers with an iPhone and 12 subscribers on YouTube even if you do everything else perfectly.
