Then there's amanda knox and other big suicides that really turned up the heat on anti-bullying shit. but it was mostly the fact that hate crime laws would fuck over trolls.
Another thing is that back in the 2000s, it was a lot fucking easier for a lolcow to just vanish from the internet, like chris chan did when he started socializing at gay bars instead of online. but thanks to smart phones enabling people and the panopticon of recording people in public that has become a social norm, you're fucked. Maddox recent video proved this, like he still won IRL because everyone in that realm abandoned dick immediately but Maddox hasn't been able to do anything online in over a decade. So now cowtipping is back on the menu because its impossible to run away from in the way you used to be able to in the early 2010s.
Another big part is that in the form era of the 2000s cow tipping might lead to escalations and forum wars, IIRC the ED Singers on Encyclopedia Dramatica and the pro and anti-trolls surrounding them are a big reason why the site imploded in the first place.
now we're in an era where most cowtippers pick targets that can't/won't be able to get people on their side defending them. think about Rekeita and Aaron, everyone admits aaron is a lolcow and worthy of hate but that doesn't stop the cowtipping types from propping him up as an idiot hero. Destiny has a dedicated base but they can't really lash out vs the cowtippers on the farms. Even the threat of federal and international law doesn't matter now.
Also, the forms of cowtipping are much more dangerous. Swatting's popularity is relatively new. Nowadays that seems to be the go-to way to abuse a dox. Though laws are starting to get passed and swatters, when caught, are starting to face felonies.
