The few cases I've ever seen brought up as evidence of this were from SEA/Japan and involved loli authors getting caught with CP that they tried to pass off as reference material, allegedly. There's a big game of Chinese whispers (pun partially intended) with a lot of it because it doesn't hit English news often if ever, and authorities over there can be tight-lipped. The other thing that people try to conflate with it is loli artists using non-CP images of children as reference material, and that definitely happens and is pretty obvious if you see it because real proportions are quite different than most anime proportions, but it's really more just sickfuckery than criminal action. That's the kind of shit that should get you on a watchlist for sure though.

So yeah besides enough hearsay that I'm fairly sure it's happened at least once or twice there's no way to know, and anybody who claims to know for sure and isn't from Japan/SEA and reporting the story from a non-English source is either full of shit or telling on themselves.
