The United States is the most active and harsh when it comes to abuse. They're fully able to enforce it.
Also the reason sites started blocking the tags wasn't because the law forced them it was because of public opinion.
Newgrounds for example makes exceptions, and has drawn bestiality and gore porn. In order for it to be illegal it must fail the Miller Test.

I personally find it odd Null would make such a legal claim, because it can only mean the following.
- He knows it isn't illegal but wants to paint it as illegal because the idea of something being illegal is damning, and it paints anime fans as all criminals.
- He doesn't know it isn't illegal but somehow thinks, as stated before, that hosting such content is perfectly fine in context of criticism.
