He hates ralph so much he can only have fun seeing ralph suffer, so when ralph hilariously embarrasses himself josh can't see the funny in it other than how it could hurt ralph.
The fall out of this isn't the point. We have video of ralph's fat belly bulging out of his shirt while a fat woman punches him in the face, and that is inherently one of the funniest things to happen this year.
