Palatka is in Putnam County and not a part of the 4th congressional district

Palatka is in Florida's 6th congressional district though.

Florida's 4th district comprises of the following cities:

Green Cove Springs in the 4th district but he mentioned that he lives in a swampy area. He will in all likelihood want to find a place that is within easy drive of whatever but far enough away to be in his little hidey hole. The main highway to Green Cove Springs is US 17 but when you head further south and get out of the built up area you can take County Road 209 South off of US 17. And from the looks of it this area seems pretty rural.

The Bayard Conservation area (which was formerly known as the Bayard Wildlife Refuge contains wetlands and is located near the St. Johns River, a region with floodplain wetlands, so it contains swampy areas but also features other habitats like pine flatwoods and sandhills. I am guessing he is residing in Clay County.
