This is more than enough to figure out where the apartment is, with enough autistic searching. It’ll be difficult to narrow down, due to the cookie cutter nature of Belgrade’s city blocks, but the characteristic yellow on only the top of the buildings is a good indicator.

I already found it, it's Chisinau Moldova. I highly suspect now that this was just a pic Null was either sent or found off somewhere that isn't liekly to be picked up by google like some Russian forum or something.

That's just the translation app Constant is using that is making it look like that because it's translating the text it's identifying on the image. The newspaper itself looks completely ordinary.
