Leaked files reveal that Belarus had been delivering advanced weapons to Azerbaijan (Armenia's arch rival) even though both were supposedly allies in a Russian led international defense pact.
Armenia had relied on Moscow for decades but will now be looking more towards Europe and NATO for protection. Azerbaijan is Armenia's main adversary and has been locked in a bitter conflict over the disputed Nagorno-Karabakh territory which is an Armenian enclave inside of Azerbaijan.
Belarus and Armenia are both members of the Collective Security Treaty Organization (CSTO)which came into existence in 2002 and is led by Moscow.
A cache of over a dozen letters, diplomatic notes, bills of sale and passports seen by POLITICO shows that Belarus actively supported Azerbaijan between 2018 to 2022.
Assistance to Azerbaijan included updating outdated artillery targeting equipment as well as the the purchase of Groza-S counter-drone mobile warfare stations for Azerbaijan's military.
Belarusian Businesses were also playing an active role in restoring de-occupied territories of Azerbaijan as well as exporting goods and services to Azerbaijan.
Armenia has also accused the CSTO of failing to render support in September 2022 after Azerbaijan launched invasions into Armenia.
