They can render the console unusable if you've modded it and they detect it, which necessitates connecting to their network, yes. It has been that way since consoles could connect to the Internet.

And I don't want a Steam Dreck because I already do most of my gaming on PC. I don't see the appeal in playing on an underpowered portable PC without keyboard and mouse. Sure if you want portable gaming it's fine I guess, but when I go out of my house I don't do it to play video games, exactly.
