Federal law overrides state law. Federally the age of consent is 18 so any case can be pushed to a federal court in which case your "muh states rights" argument goes out the fucking window. No one gives a shit about state rights anymore because slavery was a state right. So everyone will think you're alt right lolbertarian adjacent if you advocate for them these days. Also your whole argument is "if it's legal then it's moral" so what about countries where AoC is 13. That too is not the same as a toddler. And if you say something something development again I will point out that even 18 year olds let alone 16 year olds are not fully developed mentally, that happens at 25. I'm in favor of raising age of consent to at least 21 or even 25 for everything from smoking and drinking to sex and joining the military.

No it doesn't. the states are the final authority in almost every criminal case that happens in the state. this is federalism 101.
the federal government is not just a national government. states are the supreme authority in their own right and handle criminal law almost all of the time. Feds have no jurisdiction on matters that take place inside a state that don't involve them.

The federal age of consent ONLY applies on federally owned lands and interstate communications. They have no authority in criminal matters otherwise. That's the state's job. It doesn't become a federal offense until a minor is being sexually solicited online. The federal government cannot just cancel state laws it doesn't like. It also has no authority over criminal cases that do not involve federal matters. This is the supremacy clause.
There's also no precedent of wasting federal court's time by prosecuting young adults for having sex. So yeah. the federal government is not going after young adults for fucking
