This is not why Judaism is hesitant towards converts
Its because of how they conceptualize themselves.
Rea meaning neighbor or fellow citizen, etc. basically, your people, is made up of other Jews who are you literally related to
And the opposite of the Rea are the Zara the foreign, the non-Jew

Historically the zara are the Greeks and Christians but not the Muslims for some reason
To them being a Jew is being a part of that community and not participating in what is zara

The Jews almost ceased to exist after the rise of Christianity and really only survived because of the Mishnah and later the Masoretes writing down their religious traditions, but there was a period late antiquity where their traditions existed precariously through a relatively small community of oral tradition.
So make no mistake you are not really wanted as a Jew among the Jews because you are not a Jew.

And I would argue that sure you could try to be like Jewish as a religious practicioner but in reality it makes more sense if someone is like an important part of a community of Jews, but somehow is not a Jew, and maybe marries someone who is a Jew, but every nation ever had exceptions. Maybe Druze or nonreligious Arabs in israel find themselves in this situation. Otherwise its kinda weird to convert to judaism.

And honestly the real reason they don't really want converts is because you aren't a Jew tbh
