Here is my guess: He probably gets temporary assignments from a temp agency. Now the way it worked with some of them was that you would register with the agency and then show up at the office at 6:30 or 7:00 in the morning. The office would wait for a client company to call in when one of it's regular employees calls in sick or goes on vacation or has some kind of personal emergency. The person in the office will ask Dan if he wants the assignment (which could last anywhere from one day to several months. So if this is the case with Dan, he is probably getting assignments as a day laborer.

However, there are two big strings attached. You need reliable transportation to get to the job assignments.
If you show up to work drunk or stoned. you're gone.

I'm thinking he works with carnivals, production shows, festivals, and concerts - that sort of thing. The hiring process is generally less strict, and transportation is usually less of an issue since the company often provides transportation to and from the events.

Typical duties include collecting tickets, picking up trash, crowd control, working in the cooking tents, serving as a parking lot attendant, and unloading and loading equipment.
