That's conspiracy theory crap. "Population control" just means trying to make sure women in developing countries have access to birth control and abortion instead of having 10 kids and having the population goes over what the local agricultural sector and ecosystem can handle.
"Frankenseeds" is a quack term for GMO crops. They are safe when done right and could have many benefits to humanity. It's fundamentally no different than how humans have selectively bred crops since the dawn of agriculture. They have problems but mostly related to the profit motive, like patented seeds. It has nothing to do with the technology itself.
