In third world countries, there is actually a need to wash rice. In the Western world, the hygiene standard is up where washing the rice is more of a preference. I eat a lot of rice, and I have never seen black specks in it. Washing off the starch make lighter/fluffier rice, as the starch make it all gooey. In some dishes, this is desirable.
I have read some brands do add a coating of vitamins to their rice, personally I've never seen it. So it may only be a murican thing, but in those cases you shouldn't wash the rice for obvious reasons.
