It doesn't really mean anything. The UK will just block the website. The UK can fine Josh, but have no authority to make him pay it. I suspect it may effect him if he does ever travel to the UK which is unlikely to happen. The UK may hassle citizens who visit the site.

What is more interesting here is it looks like Reddit Josh wants to ride the wave of outrage over OFCOM and farm reddit karma. He had previously complied with OFCOM by blocking all UK IPs (to the point the point of making a cringe blog about it) but it looks like he stopped blocking them recently.

Anyone that takes this guy's advice is subject to an even worse emotional state because this isn't really treating the problem, this is just ignoring it.

This is also how you get people like Ted Bundy, the Zodiac Killer, John Wanye Gacy, Jr, the BTK killer, and Richard Ramirez because you're asking society's mentally ill to not have a healthy outlet for their problems and suppressing their mental issues could lead to them having much darker urges.
