It was actually to prevent the USA from falling apart and that is why they made federal law override state law to keep it together and made state secession treason. Supremacy Clause
Article VI
All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.
