That is not really what he meant either. He said people walking/riding around in public where there are kids specifically. Such as pride parade nudists and other sex pests. Not going to designated places like changing areas which are meant to be private zone (like bathrooms) in a public space. And if someone opens it on the one inside, the one who opened it is the problem in that case.
