There is a major difference between the moralization and prosecution of actual CSAM and lolisho content.
When it comes to real life porn, the determining factor of whether or not it is OK boils solely down to the age of consent, because the main priority is to keep children from being harmed due to having sex before they're mentally mature enough to handle it. Looking at porn of a real life 12 year old is always illegal, even if they look 18 years old. Likewise, looking at porn of a real life 18 year old is perfectly legal, even if they look 12 years old (although I still find it weird and gross). Some countries, like Australia, have attempted to regulate porn of the basis of the physical appearances of the actresses, but those laws always get shit on by everyone because said laws are incredibly demeaning toward short, skinny, and small breasted adults.
Laws and moralizations of lolisho content work differently because age can be arbitrarily made up on the spot or even ignored altogether. (e.g. 500 years dragon demon lolis, adult office workers who look like children, etc...) Rather, when it comes to lolisho, the moralization and legality of said content boils down to the physical appearance of the character. This is because the logic behind regulation of lolisho is that in theory, lolisho content is a gateway to actual CSAM (though there are very few studies that actually look into this). Even the recent anti-lolisho law in Texas focuses exclusively on the physical appearance of the character, rather than their canonical age.
Is someone who faps to Marin Kitagawa or Bocchi sexually attracted to prepubescent features? Probably not, since both characters have clear adult features such as big boobs, curvy bodies, etc... Is someone who faps to Anya from Spy x Family or Kanna Kamui from Miss Kobayashi's Dragon Maid sexually attracted to prepubescent features? Probably, since both characters have body features that resemble children, irregardless of their canonical age.
