There is a major difference between the moralization and prosecution of actual CSAM and lolisho content.

I've said it before and will say it again: Japan isn't this land of Baywatch level tits and ass. East Asian women in general has what is known as neoteny, meaning their women will age less like bananas and more like kiwis (no pun intended).

The USA predominately showcases 20 and 30 year olds as teenagers in live action movies and TV shows, which is something I'd say is a lot more of a problem than drawn loli.
