Okay so here is my issue. We know hes on the match list and permabanned from all banking. We saw this with NP2 shut down. Josh literally killed it. How exactly does he have a payment method for anything? What?

That's a particularly valid question. Here is Patreon's Policy. I have put in italics what I think appears to the most important part of the policy. Given that KF has almost been universally banned, I am sure that other revenue generating companies may have similar policies as well.

Bullying, harassment, and threats
To summarize: We donā€™t allow bullying or harassment because we want Patreon to feel like a safe place for our various communities. At the same time, we want people to be able to express themselves, be critical, and discuss controversial issues.

We recognize that discussing celebrities, media or other public figures can sometimes involve harsh criticism, and we believe that is an appropriate part of free debate. However, we draw the line when it comes to harassing private figures, or taking any action that might affect peopleā€™s physical safety, regardless of whether these people are private or public figures.
As much as we want you to be able to express yourself, we want all of our users to have the right to express their opinion without feeling intimidated. Even the most difficult conversations should take place in the most respectful way. Here is how we define these behaviors.
Bullying and harassment:
You cannot attempt to intimidate anyone, either directly or by using your influence over others. We treat real-life interactions more seriously than online interactions when analyzing whether a line has been crossed because it can be more threatening and lead to physical violence. When both sides engage in similar behavior, such as feuds between public figures, we are less likely to take action.
Threats:
Anyone on Patreon should be able to express their opinion in a way that doesn't threaten another person. In this respect, we take threats of violence very seriously. Any creator or patron threatening the well-being of an individual or group of people will be removed. This includes threatening behavior such as stalking or inciting others to commit violent acts.
If you are a victim of this behavior and feel that your personal safety is at risk, we suggest you contact your local law enforcement, in addition to reporting the behavior to us.

This is why I initially proposed the 20,000 follower rule and the celebrity tier scale. It was based on this. The higher up you go on the scale, the more accustomed you are to being in the public eye and scrutinized. A thread made on somone like Justin Bieber(a worldwide celebrity) for example isn't the same on making a thread on a private figure (who may be a lolcow in their own right). Why? Because someone like Justin Bieber has earned his lumps and bumps when it comes to being a celebrity. People like him are "Kiwifarmed" (in a manner of speaking} everyday by National Enquirer, Hollywood Gossip, Perez Hilton and so forth and so on.

Here are a couple of things I have tossed around:
Keep this as a forum for discussing people of interest such as celebrities, lolcows, influential people and so forth as long as they are a public figure.

If there are more private people or traditional lolcows worth discussing we have a couple of options: We could break this off to have a separate forum and let that forum be our "Kiwifarms". Let's say we did this and had forum such and such. Onionfarms would be the one that we could put use to generate revenue whether is it from something like sales of Onionfarms related items, patreon, podcasts or whatever. The revenue generated supports everything. It goes without saying that we would have to place the Kiwifarms stuff in the other forum because I doubt this would pass the sniff test by Patreon's Trust and Safety Team. The drawback to this approach is that you weaken the forum splitting it into two separate ones.

Another option: Keep it all as one forum but have a special lolcow forum for these people that would afford privacy. This could be our secret forum. This is more risky because it is still connected to Onionfarms.

So yes, I would like to be proactive and figure out a plan with you guys while we are still ahead of the game.

As far as I understand it, having a bank account isn't an issue for Josh. The problem is that he's blacklisted by all of the payment processors, making it impossible for him to actually move cash to/from a bank account.
